RELATING TO TRAILS.

Makes an appropriation to improve na ala hele, the Hawaii statewide trail and access program, by improving access to and maintaining state controlled recreational trails statewide and promoting hiker safety and education and outreach regarding hiker etiquette, including Native Hawaiian culture, history, and traditional and customary practices connected to Hawaii's trails. RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE.

Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects.

RELATING TO EMPLOYEES.

Requires each state government branch to establish a shared leave program for state employees. Allows the chief executive of a county to establish a shared leave program for county employees. Precludes a state government branch from prohibiting leave sharing between different departments or bargaining units because of administrative infeasibility. Allows an employee's designation of beneficiary form to be filed with the department where the employee is employed and permits the designation to be made through a statement that is not verified or written.

RELATING TO EDUCATION.

Beginning with the 2019-2021 fiscal year, reduces the percentage from 6.5 per cent to 5.0 per cent of the total department of education's operating budget that can be expended for the department's administrative expenditures. Increases the per cent of appropriations for the total budget of the department that principals can expend from seventy per cent to seventy-five per cent.

Authorizes the Hawaii Housing Finance and Development Corporation to enter into ninety-nine-year leases of units in residential condominiums located on state lands.

RELATING TO COMPUTER SCIENCE EDUCATION.

Beginning in the 2022-2023 school year, requires each public elementary school or public charter elementary school to offer instruction in the basics of computer science and computational thinking. Beginning in the 2023-2024 school year, requires each public middle or intermediate school or public charter middle or intermediate school to offer instruction in exploratory computer science. Establishes reporting requirements.
