RELATING TO THE DEPARTMENT OF AGRICULTURE.

Creates a three-year pilot program to determine if state incentives tied to agricultural land leases can increase local food production. Requires the departments of agriculture, land and natural resources, Hawaiian home lands, and agribusiness development corporation to report to the legislature annually. Appropriates funds. (SD1)

RELATING TO LAND.

Requires the land court to accept a valid government-issued photographic identification issued by the United States, this State, or another state as evidence to prove full name. Requires land court to give full faith and credit to public acts, judgments, and orders of other states that recognize name changes by usage or other method. (SD1)

RELATING TO KUPUNA CARE.

Specifies that ten per cent of the moneys in the Hawaii tobacco settlement special fund shall be appropriated to the executive office on aging for purposes of the kupuna care program and the kupuna caregivers program. (SD1)

RELATING TO HOUSING.

Establishes the office of the affordable housing advocate to work with all state agencies that manage land to solve the housing shortage, and monitor, comment, and report on the State's production of affordable housing units, the development and implementation of laws, regulations, and policies relating to affordable housing. RELATING TO BAIL.

Requires bail to be set in reasonable amounts based upon all available information, including the alleged offense, possible punishment upon conviction, and the offender's financial ability to afford bail. Repeals the requirement of an officer letting to bail to consider the punishment to be inflicted on conviction and the pecuniary circumstances of the party accused. Allows pretrial service officers to access other state agencies' data on an offender's wages and tax information for the limited purpose of determining an appropriate bail amount. (SD1)

RELATING TO VOTING.

Allows incarcerated persons who were Hawaii residents immediately prior to incarceration to vote in Hawaii elections by absentee ballot. Takes effect 7/1/2050. (SD1)

RELATING TO NOISE CONTROL.

Requires the Department of Health, in collaboration with the Federal Aviation Administration and the Department of Transportation, to conduct a study on the impacts of aviation noise on residents of the State. Appropriates funds to the Department of Health to conduct the study. (SD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Makes an appropriation. Takes effect 12/31/2050. (SD1)
