Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Requires applicants seeking a retail tobacco permit to specify whether the retailer engages in the retail sale of e-liquid for each place of business for which a permit is sought. Allocates a portion of funds collected in excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions relating to electronic smoking devices.

Requires that advertisements for rates for transient accommodations include all mandatory fees, except for taxes imposed by the State or county.
Requires that any person who is eligible to vote but is not already registered to vote and applies for a new or renewed motor vehicle driver's license, provisional license, or instruction permit, or a new, renewed, or duplicate civil identification card be automatically registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or civil identification card information to election officials and the statewide voter registration system. Takes effect 1/1/2021.
Provides, under certain circumstances, amnesty for used car purchasers from paying unpaid vehicle registration fees or penalties if the purchaser had no knowledge of the delinquent fees or penalties upon the purchase of the vehicle.
Requires a manual recount of election votes when the margin of victory is equal to or less than one hundred votes cast or equal to or less than one-half of one per cent of the votes cast, whichever is less.
Requires the department of education to contract with a firm that specializes in school finance to study the adequacy of education in Hawaii. Appropriates moneys for the study.
Adds knowingly making a false statement to a county inspector a crime within the offense of unsworn falsification to authorities.
Clarifies that Hawaii's anti-discrimination law does not prohibit or prevent an employer, employment agency, or labor organization from refusing to hire or refer or from discharging an individual for reasons unrelated to unlawful discriminatory practices.
Exempts the department of transportation from board of land and natural resources approval for acquisition of property that will be used for highway purposes.
Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.
