Establishes the west Oahu community development authority. Designates the Kalaeloa community development district under the west Oahu community development authority, rather than the Hawaii community development authority. Makes an appropriation.

Restricts the issuance and renewal of class 11 cabaret liquor licenses to establishments within hotels located in a zoned resort area.
Allows a defendant who has been convicted of three misdemeanors in Waikiki, any business district, or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Imposes imprisonment of thirty days for violation.
Requires the Department of Education to convene an advisory committee to make recommendations on best practices for purposes of developing and implementing a plan to teach digital citizenship and media literacy in grades kindergarten through twelve in public schools, including charter schools and Hawaiian language immersion schools. Requires the Department of Education to develop the plan based on recommendations. Requires updated annual reports to Legislature.
Authorizes transfers of moneys in the industrial hemp special fund to the Department of Public Safety and the Department of Health to help defray costs associated with enforcement and certification requirements of the industrial hemp pilot program.
Authorizes the counties to adopt an ordinance regulating the operation of hosting platforms that provide booking services for transient accommodation operators.
Exempts gross proceeds from the sale of certain medical services from the general excise tax.
Prohibits any correctional facility from restricting a committed person's access to in-person visitations without cause.
Allows student journalists at public schools and public post-secondary educational institutions to exercise freedom of speech and freedom of the press in school-sponsored media.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
