Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient. Extends the sunset date of the University Laboratory School's student enrollment exemption from July 1, 2020, to July 1, 2022.
Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired. Sets a tenant's liability for rent if habitability of the premises is significantly impaired. Provides remedies for retaliatory evictions.
Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Alii Plantation, Crosspointe, or Foster Village. (SD1)
Requires the Department of Accounting and General Services and Department of Budget and Finance, in consultation with the Office of Enterprise Technology Services, to develop and implement a uniform financial database, with parameters, benefits, and features that are compatible to the software system currently being implemented by the Office of Enterprise Technology Services at other agencies for use by all state agencies. Requires the department of land and natural resources to develop administrative rules to allow for traditional Hawaiian farming systems and tiny homes in association with the farming systems on lands designated as conservation districts. (SD1)
Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult. Allows attorney's fees and costs and punitive damages. Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult. Establishes a presumption of financial exploitation.
Requires the Auditor to conduct a comprehensive performance audit of the University of Hawaii Community College system and report its findings to the 2021 legislature. Appropriates funds.
Establishes a prescription affordability commission within the Department of Commerce and Consumer Affairs to review prescription drug costs and establish levels of reimbursement. Appropriates moneys.
Repeals the requirement for special inspection and certification of reconstructed vehicles prior to operation upon a public highway. Makes conforming amendments. (SD1)
