RELATING TO HUMAN SERVICES.

Appropriates funds for the Department of Human Services to purchase, staff, and operate mobile clinics to serve homeless persons; provided that an unspecified number of the mobile clinics shall be allocated to the county with the largest land mass. RELATING TO TEACHER COMPENSATION.

Appropriates funds for teacher compensation as negotiated and executed in a memorandum of understanding between the superintendent of education and the exclusive representative of collective bargaining unit (5) for an experimental modernization project to address compensation equity issues and make discretionary salary adjustments; additional teacher pay for special education, hard-to-staff geographic locations, and Hawaiian language immersion programs; or some combination. Appropriates funds for classroom teacher shortage differentials for charter schools and fringe benefit costs for teacher compensation. Effective January 1, 2050. (HD1)

RELATING TO THE UNIVERSITY OF HAWAII.

RELATING TO LOAN FORGIVENESS FOR EARLY CHILDHOOD EDUCATION PROFESSIONALS.

Adds early childhood education teachers, including public charter school teachers, to the Hawaii educator loan program and allows the education loans of participants to be forgiven after 5 years of teaching. RELATING TO SCHOOL LUNCH REFORM.

Increases the number of days by which students must apply for free or reduced lunch and replenish the student's meal fund. Prohibits serving an alternative meal to students solely for failure to pay within thirty days of the first semester of a school year or thirty days after the student's meal fund account reaches a zero or negative balance. Prohibits a school from publicly identifying or stigmatizing a student who is unable to pay for a school meal. Requires the department of education to use moneys from the special school lunch fund to provide school meals. Appropriates funds into and out of the special school lunch fund. Requires the department of education to report to the Legislature regarding the number of students who are denied meals based on the inability to pay. Effective 7/1/2051. (HD1)

RELATING TO SCHOOLS.

Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with an industry-recognized associate's degree to complement the student's high school diploma. Appropriates moneys to develop and implement the program, including (2.0) FTE Educational Specialist II staff positions and (7.0) FTE District Office Teachers. Effective 7/1/2051. (HD1)

RELATING TO HAWAIIAN HOMELANDS.

Establishes the micro enterprise assistance program on Hawaiian home lands revolving fund to provide grants and loans through the implementation by the Department of Hawaiian Home Lands of the micro enterprise assistance program to qualified native Hawaiians, native Hawaiian-controlled homestead associations, homestead association community development corporations, and Native Hawaiian community organizations with a demonstrated ability and history of making and administering loans and providing support to qualified native Hawaiians. Authorizes the Department of Hawaiian Home Lands to enter into a memorandum of agreement with the Department of Business, Economic Development, and Tourism to implement the program. Appropriates funds. Effective 7/1/2051. (HD1)
