RELATING TO HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Appropriates funds to the Hawaii Technology Development Corporation for the Hawaii Small Business Innovation Research Program, Manufacturing Assistance Program, and Excelerator Program. Establishes and appropriates funds for a working group to develop a strategic plan for a climate innovation technology park to be located at Coconut Island and to recommend other opportunities for the State to invest in technology to combat climate change. RELATING TO TAX CREDITS.

Requires the Department of Business, Economic Development, and Tourism to make a public disclosure identifying the names of the taxpayers who are receiving tax credits and the total amount of tax credit received for specific economic activities. Effective 7/1/2050. (SD2)

RELATING TO AGRICULTURE.

RELATING TO MOTOR VEHICLES.

Requires an application for motor vehicle registration to include additional identifying information. Requires the counties to fine the legal or registered owner of an abandoned or derelict vehicle. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. (SB1297 HD1)

RELATING TO EMPLOYMENT PRACTICES.

Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's conditions of employment. Prohibits employers from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. (SB1041 HD2)

RELATING TO LAY NETS.

Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program. (SB1371 HD1)

RELATING TO STATE LIBRARY SYSTEM.

Amends the disposition of unclaimed funds in the Unclaimed Property Trust Fund to allocate funds under a certain amount to the Libraries Special Fund and to amend the threshold amount for funds transferred to the General Fund. Renames the teacher national board certification incentive program the national certification incentive program. Expands program eligibility to include school psychologists. Clarifies requirements and incentives of the program. Clarifies that teacher incentives, bonuses, and compensation beyond regular wages are excluded from the per-pupil request and included as separate line items in the budget for public charter schools.
