Requires the Department of Health to establish a task force to plan the certification and training process for community health workers and submit a report to the legislature. (SD1)
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Provides to the department of Hawaiian home lands certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee exempted from part I of chapter 92, Hawaii Revised Statutes. (SD1)
Requires the state historic preservation division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days. Establishes requirements for qualified third parties providing review services. (SD1)
Creates a state lottery to begin by 1/1/2023. Creates the state lottery commission, state lottery account, and lottery administration account. Requires certain amounts of lottery revenues to be deposited into the administrative account, general fund, and special funds for university facilities and operations and public school operations. Provides that a voter with special needs shall be provided a means of electronic authentication of an electronic transmission of replacement ballot that does not include the voter's handwritten signature or a waiver of secrecy. Effective 5/1/2029. (SD1)
Designates November 28 of each year as La Ku‘oko‘a Hawaiian Recognition Day, not constituting a state holiday, to celebrate the historical recognition of independence of the Kingdom of Hawaii. (SD1)

Establishes a fungicide subsidy program until June 30, 2026, to subsidize coffee growers for the purchase of fungicides to combat coffee leaf rust. Effective 7/1/2050. (SD1)
