Establishes the office of public accountability to assume oversight and administrative responsibility for the office of the auditor, office of the ombudsman, office of information practices, Hawaii state ethics commission, and campaign spending commission. Appropriates funds.

Eliminates the superintendent of education as a voting member constituting the public employer for the purpose of negotiating a collective bargaining agreement with personnel of the department of education. (SD1)
Requires the department of education to conduct an electrical assessment on all public and conversion charter schools in the State to determine whether its electrical capacity will allow for the installation of air conditioning units and other air purifying devices and note the level of need in each classroom. Requires the department of education to submit a report of its findings and recommendations to the legislature no later than 12/31/2021. (SD2)
Requires the department of land and natural resources to utilize the current state-of-the-art knowledge in marine finfish hatchery production to establish a functional system to provide pua ‘ama and pua awa to stock loko i‘a.
Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.
Creates a state lottery to begin by 1/1/2023. Creates the state lottery commission, state lottery account, and lottery administration account. Requires certain amounts of lottery revenues to be deposited into the administrative account, general fund, and special funds for university facilities and operations and public school operations. Establishes that whenever the infrastructure or equipment for electric utility service is required to be installed underground for affordable housing within an area that has been designated by a county as a transit-oriented development area, it shall be the responsibility of the electric utility company to install the infrastructure or equipment.
Requires the use of the public utilities commission's universal service fund to provide free telecommunications access to information for individuals with print disabilities.
Requires that twenty-five per cent of a University of Hawaii research faculty's salary be paid out of the extramural funds and research and training revolving fund generated by the unit at which the faculty works or holds tenure. Requires grants, contracts, and agreements applied for or entered into beginning on July 1, 2021, that provide for extramural funds for use by a research faculty to include express provision allowing such funds to be used to pay for the research faculty's salary. Defines research faculty.
