Prohibits purposeful harassment with the intent to prevent the taking of fish from persons who are fishing in state waters.

Authorizes county land use decision—making authorities to amend district boundaries involving certain land areas greater than fifteen acres, but not more than twenty-five acres, if the land areas are proposed for reclassification to the urban district, contiguous to an urban district, and at least sixty per cent of the land areas will be dedicated for the development of affordable housing. Requires the department of education to establish criteria for industry certification awards for public high schools to incentivize public high schools to encourage students to obtain industry-recognized certifications in high value occupations. Requires the department to submit an annual report containing specific information about the industry certification award progress. (HD1)
Requires the state historic preservation division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days. Creates a state lottery division within the department of budget and finance with rulemaking authority to implement a state lottery limited to the Powerball and Mega Millions lottery games. Allocates lottery profits to the general fund. Creates lottery and lottery prizes revolving fund. Establishes the Hawaii gaming corporation for the purpose of conducting gambling in Hawaii. Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling. Appropriates funds.
Provides a framework that supports consistent land use planning and development across the university of Hawaii system. Authorizes project partnerships with certain qualified persons.
Expands the duties of the Hawaii State Energy Office. Transfers certain duties relating to energy efficiency, renewable energy, energy resilience, and clean transportation related incentives, programs, and goals from the Chief Energy Officer to the Hawaii State Energy Office.
