RELATING TO CESSPOOLS.

Requires priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2040, rather than before 1/1/2050. Specifies that no penalty or other assessment for any violation shall constitute a lien on the real property and no seizure of property shall be authorized for any violation. Effective 6/30/3000. RELATING TO THE EXPENDITURE OF PUBLIC FUNDS FOR LAND IMPROVEMENTS.

Requires generally that the expenditure of public moneys for any improvement to land not owned or leased by the State must be appropriated by the legislature for that specific purpose and include a declaration in the same act of the public purpose regarding the appropriation of the public moneys. Provides that any expenditure of public moneys for the improvement to land not owned or leased by the State and involving natural or cultural resource management or a state grant is unauthorized unless the expending agency approves a restrictive covenant that acknowledges the State's right to receive compensation for its expenditure if the improvement to the land is abandoned or not completed. Requires the recipient of the appropriation or grant to file and execute the restrictive covenant. Effective 6/30/3000. (HD1)

RELATING TO AQUACULTURE.

Requires the Animal Industry Division of the Department of Agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Requires the Animal Industry Division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Defines aquatic biorisk, aquatic livestock, and biocontainment.

RELATING TO FIRE PREVENTION.

Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget.
