Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050. Requires rental vehicle companies using state facilities to pay or reimburse the State to construct new or use existing state electric vehicle charging infrastructure at those facilities, beginning January 1, 2028. Establishes a task force to develop a plan to implement electric vehicle charging infrastructure to support one hundred per cent electric vehicle rental car fleets in the State by 2035.
