RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the sustainable food systems working group within the department of agriculture. Requires the working group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the legislature. Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the department of agriculture. RELATING TO CAMPAIGN FINANCE.

Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. Effective 6/30/3000. RELATING TO OFFENSIVE CYBERSECURITY.

Establishes an offensive cybersecurity program within the office of enterprise technology services to analyze and evaluate cybersecurity threats and increase cybersecurity awareness and education. Establishes a goal for all state and county agencies to identify and address vulnerabilities having a benchmark score exceeding 3.9 on the common vulnerability scoring system by 1/1/2026. RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)
