Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.

Establishes the Parkinson's Disease Research Collection Database to be administered by the Department of Health. Establishes the Parkinson's Disease Research Collection Database Advisory Committee. Requires the Department of Health to create and maintain a database and submit annual reports to the Legislature.
Allows dogs in restaurants at the restaurant owner's or manager's discretion, provided that certain conditions are met.
Amends the Hawaiʻi Revised Statutes to replace the word "marijuana" and related terms with the term "cannabis" or related terms, as appropriate.
Prohibits cyber harassment and cyberstalking. Allows for civil liabilities and injunctions for cyber harassment and cyberstalking.
Requires the Department of Transportation to amend its administrative rules to repeal any provisions requiring the furnishing of evidence of registration as a condition precedent to receiving a certificate of inspection.
Increases the fines for violating motor vehicle insurance requirements.
Requires the Department of Health to conduct a study to determine the feasibility of implementing a pilot program to integrate prescription digital therapeutic products approved by the federal Food and Drug Administration in outpatient treatment programs for persons with substance use disorder and persons with opioid use disorder in the State. Establishes the Hawaiʻi Environmental Protection Agency. Transfers jurisdiction of certain functions and employees of the Department of Agriculture and Department of Health to the Hawaiʻi Environmental Protection Agency.
Requires that restrooms and toilet facilities of public amusement facilities constructed, renovated, retrofitted, or installed after 1/1/2024 have two female-use toilets for each male-use toilet or urinal. Requires certain state building construction that is constructed or substantially modified after 1/1/2024 to provide for the installation of a gender-neutral bathroom with at least three stalls.
