Establishes within the Department of Agriculture, an Aquacultural Area Lease Program for the purpose of identifying state facilities, state lands, and state marine waters that are suitable for use and lease as commercial aquacultural areas. Allows agencies having control and management of identified aquacultural areas to lease the facilities, lands, and waters to the Department of Agriculture for the purposes of the Act. Allows the program to use the moneys in the Aquaculture Development Special Fund to carry out the purposes of the Act and requires the revenues obtained from aquacultural area leases to be deposited into the Aquaculture Development Special Fund. Imposes penalties and civil and criminal liabilities. Exempts the program from being subject to the Hawaiʻi Ocean and Submerged Lands Leasing Act.

Prohibits the sale or furnishing of a tobacco product or electronic smoking device to a person born on or after January 1, 2003. Prohibits the possession or consumption of a tobacco product in a public place by a person born on or after January 1, 2003, with certain exemptions. Prohibits the purchase or possession of any tobacco product or electronic smoking device by a person born on or after January 1, 2003, with certain exemptions. Effective 1/1/2024.
Establishes the natural resource management special fund and authorizes uses for moneys in the fund. Establishes a Natural Resource Management Commission to guide and approve the disbursement of moneys deposited into the fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Allocates transient accommodations tax revenues to the Hawaiʻi Tourism Authority. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Appropriates moneys for the natural resource management special fund and for operating expenses of the Hawaiʻi tourism authority.
Provides for the replacement of certificates of marriage for individuals who have changed their gender, sex, and, if applicable, name.
Modernizes the definition of "personal information" for the purposes of notifying affected persons of data and security breaches. Includes licensees subject to the Insurance Data Security Law pursuant to article 3B, chapter 431, Hawaiʻi Revised Statutes, among the businesses deemed compliant with the chapter's security breach notice requirements. For a period of 3 years, provides that no new vehicle needs a safety inspection until 3 years after the date the vehicle was first sold; provides that electric vehicles shall require a safety inspection every 24 months; and provides that electric vehicles participating in a road usage charge fee program shall pay a road usage charge fee based on a self-reported photo odometer reading. Effective 7/1/2050. Repeals 6/30/2026. (SD2)
Establishes a Spay and Neuter Special Fund. Allows funds from an income tax check-off to be deposited into the Spay and Neuter Special Fund. Appropriates funds.
Requires the Department of Education to establish zero-emission vehicle goals and plant-based food goals as part of the sustainable schools initiative. Requires annual report to the Legislature.
