RELATING TO COLLECTIVE BARGAINING.

Establishes that the representative of labor on the Hawaiʻi Labor Relations Board be a person selected by a majority of the exclusive representatives of the collective bargaining units.

RELATING TO CANNABIS.

Establishes the Hawaiʻi Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaiʻi cannabis authority. Appropriates funds. (SD1)

RELATING TO THE ENVIRONMENT.

Establishes within the Department of the Attorney General, an Environmental Crimes Unit, which shall be a cooperative effort between the Department of the Attorney General and the Department of Health to investigate and prosecute crimes that pose substantial risks to the environment and public health. Appropriates funds.

RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the sustainable food systems working group within the department of agriculture. Requires the working group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the legislature. Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the department of agriculture. RELATING TO CAMPAIGN FINANCE.

Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. Effective 6/30/3000. RELATING TO AFFORDABLE HOUSING.

Requires that Hawaiʻi Housing Finance and Development Corporation housing projects include a restrictive covenant that states that the units designated as affordable housing, as described in the submitted project application, shall remain as affordable housing in perpetuity. Effective 7/1/2050. (SD2)
