Requires the University of Hawaiʻi to provide menstrual products free of charge to all students on any University of Hawaiʻi campus, including the community colleges.
Requires retail establishments with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours under certain conditions. Establishes fines. Effective 12/31/2050. (HD1)
Imposes labeling requirements for mamaki tea grown in the State. Appropriates funds to the department of agriculture to administer the mamaki tea labeling requirements.
Requires the Board of Education, in collaboration with the University of Hawaiʻi, to develop a Hawaiian Language Medium Education Kindergarten Entry Assessment to be administered by the Department of Education, beginning with the 2026-2027 school year.
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.
Renames the state highway safety council as the state highway safety and modernization council and amends the composition and duties of the council.
Increases fines for any operator of a motor vehicle carrier using a vehicle for commercial tour operations who is not registered with the Public Utilities Commission. Increases penalty for any person who advertises as a motor carrier of passengers without a valid certificate or permit.
Requires dealers who sell new or used motor vehicles to display the projected lifetime operating cost of the vehicle with the listed purchase price.
Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program. On 6/30/2025, repeals the allowable exclusions, recordkeeping requirements, right of recovery, insurable interest, and required disclosures and notices under the peer-to-peer car-sharing insurance law.
