RELATING TO ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable electricity they produce to users of renewable energy under policies and procedures established by the Public Utilities Commission, should the Public Utilities Commission determine through an investigatory docket that retail wheeling is in the public interest. Requires the Public Utilities Commission to report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO POLLUTION ABATEMENT.

RELATING TO STUDENT TRANSPORTATION.

Requires the department of education and state public charter school commission to collect certain data on county bus pass usage for public high school and charter high school students. Requires annual reports to the Legislature. Appropriates funds to the department of education and to the state public charter school commission to provide public high school and charter high school students with bus passes. RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State, to begin with the 2026 general election year. Requires the Campaign Spending Commission to submit a progress and final report to the Legislature. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO VISITOR IMPACT FEES.

Effective 7/1/2025, establishes the visitor impact fee program within the department of land and natural resources, through which the department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area. Establishes the visitor impact fee special fund effective 7/1/2023. Requires report to the legislature on strategic plan and timetable for objectives and implementation of the visitor impact fee program. Appropriates funds for the visitor impact fee strategic plan and positions for the visitor impact fee program. Effective 6/30/3000. (HD3)
