RELATING TO VETERINARY MEDICINE.

Prohibits animal owners and their employees from performing any surgical procedures on the owner's animal or animals. Provides a violation for unlicensed practice of veterinary medicine is a misdemeanor subject to a fine of no more than $1,000, or imprisonment of no more than one year, or both. Clarifies that the offense of cruelty to animals in the first degree does not apply to accepted veterinary practices when the practices are performed by a licensed veterinarian. Effective 7/1/3000. RELATING TO MARIJUANA.

Exempts drug paraphernalia for marijuana from certain penalties under the Uniform Controlled Substances Act. Lowers the penalties for the possession and transfer without remuneration of certain amounts of marijuana, marijuana concentrate, and marijuana-infused products. Makes smoking marijuana in a public place a violation under the offense of promoting a detrimental drug in the third degree. (HD1)

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage no less than $20,000,000 per person per incident. Effective 7/1/3000. (HD2)

RELATING TO INVASIVE SPECIES.

Provides that each lease that the Department of Agriculture enters into, renews, or extends shall authorize DOA to enter the leased premises with prior notification to survey for, identify, investigate, control, or eradicate pests; work cooperatively with a lessee to seek funding and develop a plan to maintain control of any pests on the leased premises; and terminate the lease if the lessee refuses entry to DOA or refuses to work cooperatively with DOA toward the control or eradication of pests. Effective 7/1/3000. (HD2)
