RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a Hawaii Beach Preservation Special Fund. Authorizes the DLNR to expend moneys from the Special Fund to acquire lands for beach preservation with prior authorization of the Legislature. Creates a working group within the Hawaii Climate Change Mitigation and Adaptation Commission to determine appropriate funding mechanisms for the Special Fund. Establishes a three-year North Shore Oahu Pilot Program under DLNR to explore managed retreat options. Appropriates funds. (HB2468 HD2)

RELATING TO NUTRIENT CYCLING.

RELATING TO SOLID WASTE MANAGEMENT.

Requires the Department of Health to set benchmarks to reach an eighty-five per cent redemption rate by 2023. Establishes and appropriates funds for a plastics recycling grant program to identify Hawaii-based alternatives for the sustainable recycling and reuse of plastic commodities. Requires the Department of Health to annually report to the Legislature on redemption rates, progress, and plans regarding the deposit beverage container program. Appropriates funds to establish two positions for the glass advance disposal fee program. (HB2726 HD1)

RELATING TO THE ASSAULT OF A UTILITY WORKER.

Establishes that a person who intentionally, knowingly, or recklessly causes serious or substantial bodily injury or bodily injury with a dangerous instrument to a utility worker who is engaged in the performance of duty, as assault in the second degree, which is a class C felony. (HB2023 HD1)

RELATING TO HEALTH CARE.

Appropriates funds to improve the health care services related to cardiac care at Kona Community Hospital. Funds may be used for the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of cardiac care. Permits the Department of Health to hire physicians to serve as district health officers. (HB782 HD1)

RELATING TO CRITICAL ENERGY INFRASTRUCTURE.

Prohibits a county or state agency from approving a permit to construct or operate a new grid-connected electrical generation facility in excess of five megawatts or storage facility in excess of fifty megawatt hours if it is located in a sea level rise exposure area. (HB2469 HD2)

RELATING TO HOMELESSNESS.

Expands eligibility and credit amount of the low income-household renters' income tax credit. Appropriates funds for the continued administration of the family assessment center for homeless families and for a housing homeless children rental assistance pilot program. Authorizes adoption of interim rules and procurement of services by federally-certified financial counselors without regard to chapters 91 and 103F, Hawaii Revised Statutes, respectively.
