Establishes general excise tax exemptions for food, medical services, and feminine hygiene products.
Requires manufacturers of connected devices to equip the devices with reasonable security features regarding information collected, unauthorized access, or the destruction or use of the devices.
Establishes within the department of land and natural resources a Makua Valley task force to prepare for the transition of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Requires a report to the legislature.
Requires each executive department to identify departmental facilities that may be vulnerable to flooding and other impacts of sea level rise and assess options for mitigating the effects of sea level rise on those facilities.
Requires each public or private school to have staff trained in the administration of epinephrine. Requires signs to be displayed in school buildings stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates funds.
Establishes the teacher salary special fund within the department of education. Requires that a portion of general excise tax revenues collected on new construction of commercial real estate projects be deposited into the state highway fund and the teacher salary special fund. Requires that a portion of conveyance tax revenues be deposited into the state highway fund and the teacher salary special fund.
Requires each county to adopt ordinances that require wind turbines and other wind-powered energy systems to be set back at least 10 feet for each 1 foot of the system's height, measured from the highest vertical extension of the system, from all property lines on any land classified as urban or rural land.
Establishes a parolee higher education pilot program that allows parolees to take classes up to twelve semester credits at no charge to the parolee; provided that the classes are taken within five years after release from a correctional institution and provided further that the parolee does not break or violate the terms of parole and other laws. Sunsets June 1, 2025.
Requires UH and the community colleges under certain circumstances to waive tuition for dependent children of service-connected one hundred per cent disability veterans and active or reserve members of the armed forces who were killed in action.
Exempts from legislative approval the sale of the leased fee interest in certain affordable leasehold developments by the Hawaii housing finance and development corporation.
