Appropriates funds to support and expand physician residency training programs in state teaching hospitals. Requires dollar-for-dollar matching funds from private funding sources.
Extends the time for the marijuana evaluation task force to submit its report to the legislature. Extends the marijuana evaluation task force dissolution date. Requires the marijuana evaluation task force to also examine potential economic benefits of decriminalizing marijuana use.
Requires the Department of Labor and Industrial Relations to open at least one office in each county for claimants wishing to file for unemployment insurance in person. Requires state library employees to minimally assist claimants wishing to file for unemployment insurance using public access computers at the library. Requires the department of labor and industrial relations to hire or reassign staff to increase capacity of processing unemployment insurance claims. Requires the department to complete its computer upgrade and modification project within six months of this Acts passage.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area, as designated by the Hawaii climate change mitigation and adaptation commission or its successor.
Requires the Department of Business, Economic Development, and Tourism to make a public disclosure identifying the names of the taxpayers who are receiving certain tax credits and the total amount of tax credit received for specific economic activities.
Prohibits offshore drilling for oil, natural gas, or minerals in state marine waters. Prohibits issuance of permits for or in connection with the development or operation of any facility or infrastructure associated with offshore drilling for oil, natural gas, or minerals in state waters. Provides exception for collection of sand for state beach replenishment.
Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.
Requires the department of business, economic development, and tourism to develop a plan to ensure that all communities in the State having schools receiving federal Title I education funds have high-speed broadband internet access.
Provides judges with greater discretion to adjust the amount owed or financial circumstances by a person who violates certain traffic offenses based on the person's inability to pay. Decreases the imprisonment term to contumacious nonpayment ratio. Increases the amount of credit given to a person committed for contumacious nonpayment.
Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. Effective 7/1/2021.
