Authorizes the issuance of special purpose revenue bonds to assist SpinLaunch, Inc., with the financing of the planning, design, and construction of a satellite launch system. Effective 7/1/2050. (SD1)
Authorizes a naturopathic physician to prescribe and administer testosterone that is consistent with naturopathic medical practice. Clarifies that narcotic drugs and controlled substances, other than testosterone, shall not be included within the naturopathic formulary. Effective July 1, 2035. (SD2)
Requires Department of Human Services (DHS) registered or licensed child care facilities to: (1) Place any child less than a year old on the child's back to sleep; (2) Discuss the Safe Sleep Policy with the child's parent or legal guardian before the child is enrolled in the facility; (3) Complete training in safe sleep practices; and (4) Report the death of a child, employee, or household member, and any illness or injury received at the facility to DHS within one working day of occurrence. Establishes the Photo Red Light Imaging Detector Systems Program (Program). Authorizes counties to administer the Program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program. Makes an appropriation. Establishes a Red Light Running Committee. (SB221 HD1)
Requires officers and directors of associations of apartment owners to disclose activities that could reasonably be construed as a conflict of interest and cease the activity or withdraw from office. Prohibits attorneys from representing both the board and managing agent of the association. Prohibits board members from purchasing units at foreclosure sales resulting from the association's lien for unpaid assessments. Prohibits associations from contracting with service providers that have a close connection to a board member or officer of the association. Prohibits any person who contracts to provide services to the association or participates in the association's operation from owning more than fifteen per cent of the units in a project or from purchasing property that is subject to a lien by the association. Prohibits any employee of an association or person who contracts to provide goods or services to an association from soliciting, receiving, or accepting any undisclosed fee, compensation, commission, or gratuity from a third party who provides goods or services or solicits to provide goods or services to the association.
Establishes a senior citizen higher education access pilot program at the University of Hawai‘i at Hilo. Requires a report to the Legislature before the Regular Session of 2024. Repeals June 30, 2024. (SD1)
Appropriates funds to the University of Hawai`i to translate the Hawai`i State Constitution into the Hawaiian language. Requires courts, to the extent reasonably possible, to provide Hawaiian language translation services upon request of any party to a proceeding and appropriates funds to the Judiciary for this purpose.
