Requires the DOT to conduct a study to determine whether the Honolulu International Airport should participate in the screening partnership program of the Transportation Security Administration. Requires a report to legislature.
Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
Requires any state or county agency to provide domestic abuse intervention training to their personnel whose job duties require or may require intervention in a domestic abuse situation. (SD1)
Establishes the marijuana dispensary special fund and requires DOTAX to transfer into the fund each year for enforcement purposes 15 per cent of general excise tax revenues from medical marijuana dispensaries.
Prohibits electric utilities from installing power connections or transferring accounts or services without owner or occupant consent.
