Requires the Legislative Reference Bureau to conduct a study on the costs and effects in the State of implementing a single-payer health care system similar to that which is proposed in the federal Medicare for All Act of 2017. Appropriates funds to conduct the study. (HB1717 HD1)

Requires the Department of Transportation to work in conjunction with the Department of Land and Natural Resources, the School of Ocean and Earth Science and Technology of the University of Hawaii, the county of Maui and federal agencies to develop a strategic plan to protect coastal highways from the effects of coastal erosion and update the plan as needed every five years. Requires a report to the legislature. Appropriates funds.
Requires the return of all out-of-state inmates by 12/31/20 if adequate bed space exists in Hawaii's prisons and correctional facilities. Provides that no more than 500 Hawaii inmates shall be detained in out-of-state prisons by 12/31/19. Requires the Department of Public Safety to plan, design, and construct sufficient facilities to house inmates in Hawaii and to pursue alternatives to incarceration for returning inmates. Authorizes the issuance of general obligation bonds.
Requires courts to order any person charged with a criminal offense to be released on personal recognizance pending trial, unless the person is a flight risk, unlikely to appear for trial, or a danger to others. Requires the Judiciary to establish and maintain a Pretrial Services Program to conduct pretrial risk assessments. Repeals state laws relating to bail.
Establishes a college savings program income tax credit.

Requires the department of transportation to conduct a pilot project, in cooperation with one or more counties, to include the Hawaiian language on traffic signs on state and county lands of the participating counties. Appropriates funds for the execution of the pilot project.
Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.
