Allows two or more separate entities to submit single joint offers in response to a solicitation. Allows purchasing agencies to award single contracts to two or more separate entities that submit joint offers. RELATING TO HOMELESSNESS.

Expands eligibility and credit amount of the low income-household renters' income tax credit.
