Establishes the University of Hawaii open educational resources task force to conduct a comprehensive analysis and evaluation of all general education courses and high attendance courses taught at the University of Hawaii system to identify open educational resources for those courses. Establishes and appropriates funds for an open educational resources pilot project grant program to incentivize faculty to adopt, develop, and implement open educational resources.

Removes the criminal statute of limitations for sex trafficking and promoting prostitution. Exempts minors from criminal liability for prostitution and street solicitation of prostitution. Prohibits the State and its political subdivisions from collecting or using a person's electronic data or metadata by means of a cell site simulator device, except under certain conditions. Prohibits the installation and use of a cell site simulator device without a court order. Specifies conditions when a cell site simulator device may be used. Specifies procedures for application and issuance of an order for a cell site simulator device. Specifies reporting requirements related to cell site simulator device applications.
Proposes a constitutional amendment to remove the mandatory retirement age of seventy years for justices and judges.
Requires that the Department of Land and Natural Resources in consultation with the Department of Human Services, post signs in parks and beaches from Kalaeloa to Makaha displaying telephone numbers and hotline numbers of county and state agencies that assist homeless individuals. Requires each house of the Legislature to establish, by rule, procedures that enable the legislature to use remote testimony at legislative committee hearings to enable the public to present oral testimony at committee hearings and accommodate persons with disabilities. Appropriates funds.
Requires the Office of Enterprise Technology Services, in collaboration with the Department of Education, to establish a working group to study the Department of Education's information technology infrastructure, operations, and services. Establishes the members and duties of the working group.
Changes the earned income tax credit from a nonrefundable tax credit to a refundable tax credit.
Makes completion of a voter registration application affidavit a mandatory part of all driver's license and identification card applications. Automatically registers each applicant for voting unless the applicant affirmatively declines to register. Requires sharing of information among the counties, Department of Transportation, and election personnel.
Appropriates funds to further support technology in schools, as originally authorized in Act 168, Session Laws of Hawaii 2018.
