Requires a business to: disclose the categories and specific pieces of identifying information collected about a consumer upon verifiable request from the consumer; disclose the identity of third parties to which the business has sold or transferred identifying information about a consumer upon verifiable request from the consumer; publicly disclose the categories of identifying information that collected from consumers and the purposes for collection; and delete identifying information collected from a consumer upon verifiable request from the consumer. Authorizes consumers to opt out of the sale of identifying information by a business. Prohibits a business from selling the identifying information of an individual under sixteen years of age unless affirmatively authorized to do so. Prohibits a business from discriminating against consumers who exercise their rights to request disclosures or deletions or to opt out.

Requires that the board of land and natural resources make certain determinations before approving public land dispositions. Restricts the board of land and natural resources from approving the disposition of public lands under certain circumstances.
Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Clarifies that probable cause for arrest for fireworks offenses may be based on statements from witnesses and photographs, video, and other recordings authenticated by witnesses.
Enacts voting by mail uniformly statewide for all elections commencing with the 2020 primary. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system.
Requires LRB to conduct a feasibility study associated with the implementation of audiovisual technology in both chambers of the legislature and submit a report of its findings and recommendations to the legislature. Makes an appropriation.

Requires that the board of land and natural resources conduct a rent review of all leases and subleases of public land once every ten years.
Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs for any drug, identified by its National Drug Code, fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to revoke a pharmacy benefit manager's registration if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Exempts financial and other regularly occurring audits.
