RELATING TO CLIMATE CHANGE.

Requires the Hawaii climate change mitigation and adaptation commission and coordinator to assist the State and counties with developing and implementing various sea level rise adaptation plans and climate change mitigation efforts. Appropriate funds to support the Hawaii climate change initiative.

RELATING TO BROADBAND.

Requires the Hawaii technology development corporation to seek to establish a public-private partnership to plan, build, and manage key strategic broadband infrastructure and attract cloud based companies to Hawaii. Makes an appropriation to establish an open access, carrier neutral cable landing station. Takes effect 7/1/2050. (SD1)

RELATING TO WASTE MANAGEMENT.

Requires that all state and county agency contractors that dispose of liquid or solid waste provide a receipt that the waste or inert fill was received and disposed of at a department of health permitted or approved facility before payment is rendered for those contractual services. Allows for partial payment to be made without a receipt and prior to any dumping of waste. Prohibits alteration or falsification of receipts. Effective 7/1/2020. (SD1)

RELATING TO PUBLIC SAFETY.

Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter during the establishments' normal business hours, under certain conditions. Clarifies that remuneration or expectation of remuneration paid to owners of private property for goods or services other than emergency access to land, shelter, or subsistence, including services or incidental commodities to the emergency access, does not void the exemption from civil liability afforded to these owners except where owners increase the sale price of the service or incidental commodities. RELATING TO INTIMATE PARTNER VIOLENCE.

Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Makes an appropriation. Takes effect 12/31/2050. (SD1)

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

Requires by the end of the 2020-2021 school year that all public schools; public charter schools; and University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators on campus. Requires the public schools; public charter schools; and University of Hawaii divisions, campuses, and institutions that have an athletic trainer to ensure that the athletic trainer is trained and certified in the use of an automated external defibrillator. Takes effect on 7/1/2050. (SD1)
