Authorizes pharmacies to accept the return of any prescription drug for disposal via collection receptacles or mail-back programs; prohibits pharmacies from redispensing returned prescription drugs or from accepting returned prescription drugs in exchange for cash or credit; requires the pharmacist-in-charge to ensure that only authorized reverse distributors acquire prescription drugs collected via collection receptacles or mail-back programs. Repeals the civil statute of limitations for child sexual abuse. (SD1)
Requires that if an application for pardon is not referred to the Director of Public Safety and the Hawaii Paroling Authority by the Governor, then the Governor shall provide public notice and a waiting period of fourteen days shall apply to the granting or refusing of the application for pardon. Requires the Legislative Reference Bureau to submit by 3/1/2019, a report studying how other jurisdictions oversee Title IX enforcement. (SD1)
Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)
Adds a community liaison to the membership of the state board on geographic names. Requires the department of land and natural resources to publish and send a listing of its decisions, along with other information, to state and other agencies, and provide the same publication, along with pertinent information, to the United States Board on Geographic Names. Takes effect 12/31/2050. (SD1)
Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.
Establishes $ as the Office of Hawaiian Affairs' pro rata share of the public land trust. Transfers $ less certain funds to the Office of Hawaiian Affairs for underpayment of the public land trust funds for 7/1/2012 to 6/30/2019. Requires the Director of Finance to make up the difference between a specified minimum amount and an amount of public land trust receipts from an agency to the Office of Hawaiian Affairs by transferring the difference into the carry-forward trust holding account. Requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admission Act. Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually. Appropriates funds. (SD1)
