RELATING TO GARDENS.

Authorizes the Department of Education to develop programs to encourage the development of gardens on school property. Authorizes the Hawaii Community Development Authority to develop programs that provide incentives to establish gardens in housing projects, communities, and schools. (SB303 HD1)

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program to be administered by the Hawaii Public Housing Authority for individuals over sixty years old who are homeless, or at imminent risk of becoming homeless. Appropriates funds. (SB1031 HD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the Department of Hawaiian Home Lands to digitize its applicant, beneficiary, and lessee records. Requires that the digital database be completed and available no later than July 1, 2020. (SB695 HD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HAWAIIAN ELECTRIC COMPANY, INC.; MAUI ELECTRIC COMPANY, LIMITED; AND HAWAII ELECTRIC LIGHT COMPANY, INC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaiian Electric Company, Inc.; Maui Electric Company, Limited; and Hawaii Electric Light Company, Inc., to fund multi-project capital improvement programs and assist utilities serving the general public in providing electric energy. RELATING TO THE STADIUM AUTHORITY.

Establishes the Stadium Development District. Requires HCDA to facilitate the development of all state property within the District. Appropriates funds and authorizes the issuance of reimbursable general obligation bonds to establish and develop the District. Authorizes the issuance of general obligation bonds to build a new stadium. (SB997 HD1)

RELATING TO INTOXICATING LIQUOR.

Allows a class 18 small craft producer pub licensee to manufacture not more than 75,000 barrels of malt beverages on the licensee's premises during the license year. Clarifies that a class 14 brewpub licensee or class 18 small craft producer pub licensee may conduct certain activities at satellite locations other than the licensee's primary manufacturing premises under certain conditions. Clarifies the definition of "growler". Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees. (SB773 HD1)

RELATING TO HAWAIIAN HOME LANDS.

Provides that a lessee of Hawaiian Homelands may use the value of the lease as collateral for a loan to build a dwelling on the tract of leased land; provided that a lender who does not qualify to be a lessee of Hawaiian Homes under this Act shall not become a lessee of the respective tract of land.

RELATING TO PLANNING.

Requires the State and counties to incorporate predictions of sea level rise and other climate change hazards and mitigation opportunities into applicable plans, strategies, and mapping. Requires the Public Utilities Commission, and any public utility regulated by the Public Utilities Commission, to consider the findings in the Hawaii Sea Level Rise Vulnerability and Adaptation Report. Encourages each county to participate in the community rating system developed by the National Flood Insurance Program. Effective 7/1/2050. (SD2)
