Requires the Insurance Commissioner to set the maximum wholesale prices of common prescription drugs based upon Canadian price regulations. Prohibits drug makers and distributors from removing prescription drugs from Hawaii markets. Prohibits various health plans and pharmacies from purchasing prescription drugs in excess of the maximum wholesale price.

Reduces the offense of purchasing, possessing, setting off, igniting, or discharging aerial devices, display fireworks, or articles pyrotechnic under a weight of twenty-five pounds without a valid permit to a civil violation.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area, as designated by the Hawaii climate change mitigation and adaptation commission or its successor.
Requires the department of transportation to report on the complete streets policy and principles. Requires the department of transportation to establish standards relating to safe travel along state roadways and a complete streets checklist. Requires the director of transportation to provide training for maintenance staff in complete street policies, principles, and implementation procedures. Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity.
Adds a permanent commercial driver's license disqualification for a commercial driver's license or commercial learner's permit holder who is convicted of a felony involving severe forms of trafficking in persons, without the possibility of reinstatement. (CD1)
Clarifies removal processes for unauthorized vessels. Clarifies the criteria for determining whether a vessel is abandoned. Reduces the allowable time frame to claim an unauthorized vessel that is impounded by the department of land and natural resources from thirty days to ten working days. Reduces the allowable time frame to claim an abandoned vessel that is impounded by a state or county agency from twenty days to ten working days. Makes abandonment of a vessel in the waters of the State or public property a petty misdemeanor. Clarifies auction requirements regarding abandoned vessels. Allows the department of land and natural resources to charge an impound storage fee. (CD1)
Establishes sentencing guidelines for highly intoxicated drivers. Requires that ignition interlock devices be installed on all vehicles operated by a person upon license revocation. Increases the license revocation period and extends the applicable lookback periods. Amends the penalties for operating a vehicle under the influence of an intoxicant. (CD1)
Expands the comptroller's duties to include the assessment of office space, including initiating, canceling, and renegotiating current and new leases, office space allocation, and telework infrastructure requirements for agencies and employees occupying facilities managed by the department of accounting and general services or in non-state facilities. Requires the comptroller to reduce the total square footage of space leased by the State by ten percent no later than 7/1/2026. Requires reports to the legislature. (CD1)
Removes the $10 per visit per day cap on the dollar-for-dollar match received by supplemental nutrition assistance program beneficiaries under the Hawaii healthy food incentive program, also known as the double up food bucks program. Specifies that healthy proteins are eligible purchases under the program. (CD1)
