Prohibits blood banks operating in the State from rejecting or deferring blood donors on the basis of sexual orientation, actual gender identity, or perceived gender identity.

Imposes a $20 per guest tax on users of transient accommodations for the purposes of funding conservation efforts.
Requires the Hawaii state energy office to develop a strategic plan that identifies strategies to achieve a resilient, clean energy, decarbonized economy as quickly as practicable and to submit the strategic plan to the legislature no later than twenty days prior to the convening of the Regular Session of 2023. Requires the Hawaii natural energy institute to conduct a feasibility study of the strategic plan and to submit its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular sessions of 2023, 2028, 2033, 2043, and 2048. Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of twenty per cent for the wholesale price for electronic smoking devices and 10 cents for each milliliter of e-liquid. Allocates a portion of funds collected on excise taxes on electronic smoking devices and eliquids to the trauma system special fund, community health centers special fund, and emergency medical services special fund.
Requires the state council on mental health to include an unspecified number of members with demonstrated knowledge of or work experience involving native Hawaiian health practices. Takes effect 5/6/2137. (SD1)
Prohibits courts from considering parental alienation syndrome in determining child custody. Allows for the consideration of "harm" and "probable harm", rather than just "imminent harm", in Child Protective Act determinations.
Restricts asset forfeiture to cases involving the commission of a covered criminal misdemeanor or felony offense. Requires seized property to be forfeited only when the property owner has been convicted of an underlying covered criminal misdemeanor or felony offense. Changes the standard of proof that the State must meet in order for property to be forfeited from "preponderance of the evidence" to "beyond a reasonable doubt". Requires the State to prove that owners consented to or possessed knowledge of the crime that led to the seizure of their property. Requires that the agency seizing the property pay for safe and secure storage of the seized property until the completion of the forfeiture proceeding or final disposition of the property. Directs any proceeds from a civil forfeiture to the general revenue fund for public education purposes. Repeals administrative forfeiture proceedings.
Authorizes write-in voting. Allows voters to vote for declared candidates other than those listed on preprinted ballot through write-in voting procedure. Applies to elections conducted on or after 7/1/2022.
Lengthens the time period in which certain vehicles must have a safety inspection.
Increases the allowable number of production centers and retail dispensing locations per dispensary license. Authorizes the department of health to allow a licensed dispensary to purchase medical cannabis or manufactured cannabis products from another licensed dispensary on the same island to ensure ongoing qualified patient access. Authorizes the collection and laboratory testing of samples of cannabis and manufactured cannabis as part of production center and dispensary inspections. Authorizes the department of health to establish manufacturing and product stability standards of manufactured cannabis products. Effective 7/1/2050. (SD1)
