Levies a tiered surcharge on certain helicopters that fly below altitudes less than two thousand feet above ground level if within a certain radius of a residential area or occupied agricultural or commercial area, regardless of whether the helicopter is transporting passengers. Grants certain exemptions.
Expands the time period by which a civil action for childhood sexual abuse may be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or a legal entity having a duty of care. Allows recovery of treble damages in certain circumstances. Provides for training on trauma-informed response.
Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility. Establishes fines.

Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, to be submitted to the Senate President, Speaker of the House of Representatives, chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within one year of receipt of the report, except under certain circumstances. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature on certain information regarding funded state programs enacted into law within a year of passage.
