Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the state fire council to adopt rules as necessary to pursue reimbursements.

Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii housing finance and development corporation (HHFDC) to qualified residents. Exempts certain land from the definition of public lands. Requires HHFDC to gain legislative approval before disposing of certain lands. Provides for the disposition of lands acquired by HHFDC but no longer needed for the ALOHA homes program. Appropriates funds.
Authorizes the imposition of a criminal fine for violations involving aquatic resources. Establishes a tiered administrative fine system for each specimen of aquatic life taken, killed, or injured. Establishes a criminal fine structure on a per-specimen basis for violations involving aquatic life. Authorizes the department of land and natural resources to recommend community service that benefits the resource damaged when a person is ordered to perform community service in lieu of a fine.
Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the Department of Health to adopt rules.
Authorizes electronically-stored driver's licenses and identification cards to be stored and presented through an approved electronic identification storage service.
Establishes a process, beginning on 1/1/2023 for automatically preregistering or registering public school- and charter school-enrolled students who are at least 16 years old to vote.
Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.
Appropriates funds to extend the higher and continuing education program at women's community correctional center to support. Provides funding for incarcerated women to become general education development (GED) tutors to peers, college correspondence courses, re-entry and transitional services, and continuation of the program at Windward Community College.
Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter." Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.
Expands the time period by which a civil action for childhood sexual abuse may be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or a legal entity having a duty of care. Allows recovery of treble damages in certain circumstances. Provides for training on trauma-informed response. Applies retroactively to 4/24/2020.
