RELATING TO SCHOOL-BASED HEALTH SERVICES.

Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. Requires administration of the medication to be approved by the Department of Health or other complex area or school-based health care provider pursuant to a written agreement with the Department of Education. RELATING TO MENTAL HEALTH.

Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Allows psychologist license applicants to sit for the licensing examination before completing other requirements. Effective 1/1/2050. (SD2)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the Department of Hawaiian home Lands to submit certain annual reports to the Legislature regarding the native Hawaiian rehabilitation fund. Appropriates moneys into and out of the fund for Hawaiian home lands lots, related projects, and down payment assistance and mortgage payment assistance to the department's beneficiaries. Effective 7/1/2050. (SD2)

RELATING TO THE UNIFORM PARENTAGE ACT.

Extends and modifies the task force established to recommend amendments to the Hawaii Revised Statutes to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights to December 31, 2022. (SD1)

RELATING TO PRETRIAL RELEASE.

Requires the court to impose a no contact order against a pretrial detainee if the detainee is granted a motion for pretrial release; provided that the charged crime pertains to the complaining witness; provided further that the complaining witness has a protective order against the pretrial detainee and the court is aware of the protective order. RELATING TO INDEPENDENT LEGAL COUNSEL.

Allows the Department of Hawaiian Home Lands to retain independent legal counsel as needed. Authorizes the Department of Hawaiian Home Lands to use the services of the Attorney General as needed and when the interests of the State and the Department of Hawaiian Home Lands are aligned. Provides that funds owed to independent legal counsel shall be paid by the State. Takes effect 7/30/2075. (SD1)

RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)
