RELATING TO RESTRAINING ORDER VIOLATIONS.

Requires a court to sentence a person convicted of violating a temporary restraining order, injunction or restraining order, or order of protection during the term of a stay-at-home order imposed by the State or a county in which the violation occurred to a mandatory minimum jail sentence of not less than thirty days and fined no less than $500 and no more than $3,000. Takes effect 7/30/2075. (SD1)

RELATING TO THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT.

Requires the Department of Health to submit a request, as allowed by federal code, to the United States Department of Education to allow parents of children with a disability to continue receiving early intervention services after the child turns three years of age and until the child enters kindergarten. Appropriates funds to the Department of Health to plan, prepare, and implement the Part C option. Effective 1/1/2050. (SD2)

RELATING TO MILK PRODUCTION.

Repeals Chapter 157, Hawaii Revised Statutes, commonly referred to as the Milk Control Act. Requires any funds remaining in the Milk Control Special Fund to be used to reimburse fees paid by licensees within the past two years and to promote dairy cooperatives to continue local milk production in the State. RELATING TO NEWBORN HEARING SCREENING.

Requires diagnostic audiologic evaluation results of newborn hearing screening evaluations, and infants whose hearing status changes, to be provided to the Department of Health. Effective 7/1/2050. (SD2)

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care related to the diagnosis or treatment of HIV or the prevention of HIV. Provides that a minor, under certain circumstances, shall not be liable for payment for treatment or prevention of HIV. Provides that a health insurer of a minor's parent, guardian, custodian, or spouse shall not notify the parent guardian, custodian, or spouse of the minor's treatment or prevention of HIV. Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render medical care and services to minors. Effective 1/1/2050. (SD1)

RELATING TO MURDER.

Amends provisions relating to first degree murder. Adds a person commits the offense of first degree murder if the person knowingly or intentionally causes the death of another person that is less than ten years old or pregnant. Adds a person commits the offense of first degree murder if the murder was especially heinous, atrocious, or cruel manifesting exceptional depravity. Takes effect 7/30/2075. (SD1)

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage for an unspecified amount per person per incident. Effective 1/1/2050. (SD1)
