Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund.

Creates the Kawaihapai Airfield Revitalization Task Force to keep Kawaihapai Airfield open, provided that necessary issues are addressed. Requires the task force to report to the legislature. Effective 5/6/2137. Sunsets on June 30, 2022. (SD2)
Allows any county to operate or maintain an airport or airfield.
Expands the definition of "cooler beverage" to include certain spirits-based beverages that contain seven percent or less alcohol by volume.
Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the department of health to adopt rules. Effective 7/1/2060. (HD3)
Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism. Repeals references to the Pacific International Space Center for Exploration Systems. Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development. Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development. Reduces the number of members on the Aerospace Advisory Committee. Appropriates funds to UH. Makes an appropriation to establish and fund one advanced life support ambulance based in Makalei on the island of Hawai‘i, including acquisition of a vehicle, equipment, and personnel costs.
Provides that licenses and leases for certain non-residential lots and tracts of land under issued pursuant to the Hawaiian Homes Commission Act, 1920, shall be issued based on fair market value, subject to certain exceptions. Prohibits subletting of certain lots and tracts of land. Clarifies that existing exceptions to conditions in the Hawaiian Homes Commission Act, 1920, that prohibit a beneficiary from subletting a tracts do not apply if the tract if also used for non-residential purposes. Clarifies that certain provisions relating to subleases shall not be construed to override other provisions against transfers of licenses or subletting.
Establishes an independent authority to be called the Kawaihapai Airfield Authority. The intent of this authority is to allow continued use of Kawaihapai airfield for private and commercial use by the state's residents and tourists.
Requires DLIR to withhold and deduct income taxes from unemployment insurance benefits.
