Requires the Department of Business, Economic Development, and Tourism to adopt minimum appliance efficiency standards for air purifiers, portable air conditioners, residential ventilating fans, portable electric spas, and uninterruptable power supplies sold or installed in the State that are substantially equivalent to existing appliance efficiency standards established by various states and the federal government.
Allows a defendant who has been convicted of four misdemeanors in any business district or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
Require DLNR to establish a visitor green fee program to collect fees from nonresidents, to be used for the protection, restoration, and care of Hawaii's natural, cultural, and outdoor recreational resources and build the resilience of these resources to the impacts of climate change and local threats, in order to obtain a license to use state natural resources. Establishes the Hawaii environmental legacy commission to guide the disbursement of visitor green fee program funds. Establishes the Hawaii environmental legacy special fund.
Updates the definition of thrill craft, as used in the state boating law, and includes within the term surfboards using a motorized hydrofoil.
Establishes a tax credit for taxpayers who own affordable housing property developments that include a percentage of units prioritizing veteran tenants.
Requires the Office of Planning and Sustainable Development to conduct a study examining the amount of land needed to meet the State 2050 Plan.
Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaii Register of Historic Places.
Provides judges with greater discretion to adjust the amount owed or financial circumstances by a person who violates certain traffic offenses based on the person's inability to pay. Decreases the imprisonment term to contumacious nonpayment ratio. Increases the amount of credit given to a person committed for contumacious nonpayment.
Allows consumer fireworks and aerial devices to be used between sunset and midnight on New Year's Eve and the Fourth of July. Imposes a one per cent surcharge on the sale of commercial fireworks and aerial devices.
