Allows an electric utility to own, operate, lease, plan, construct, install, maintain, and replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee. Imposes $10,000 fine for false-labeling of Hawaii-grown roasted coffee.
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the office of Hawaiian affairs twenty per cent of each receipt from the disposition. Returns certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee.
Requires that lands classified as state urban district lands but located within the preservation or agricultural zoning districts as designated by the county in which the land is situated be amended or reverted to the state conservation district or the state agricultural district, as applicable, to conform to the zoning district classifications designated by the county. Requires the district boundary amendment and reversion process under the Act to start with lands in Heeia and Kahaluu in the City and County of Honolulu.
Prohibits the harvesting of aquatic life in the State for commercial aquarium purposes, regardless of the method of collection.
Directs the Hawaii Housing Finance and Development Corporation to develop mixed-use affordable rental housing at the Aloha Stadium site.
Removes the monetary cap for the amount of conveyance taxes collected that shall be paid into the land conservation fund.
Expands the definition of power-generating facilities for purposes of environmental impact statements to include wood-burning facilities.
Amends the definition of "agricultural building" for purposes of section 46-88, HRS, to clarify that "agricultural building" means a development built exclusively for agricultural or aquacultural purposes. Clarifies that buildings used for human habitation; buildings used by the public, such as a place of employment or entertainment; and buildings with multiple or mixed uses where one or more uses do not meet the definition of agricultural building, are not agricultural buildings.
Requires the Department of Education, State Public Charter School Commission, and each county's police commission to create a memorandum of understanding and other governing protocols, with input and collaboration from child development and justice experts, to provide clear guidelines on student discipline and police on campus.
