RELATING TO FERAL ROOSTERS AND CHICKENS.

RELATING TO TRAILS.

Appropriates moneys for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the Na Ala Hele program for the protection and expansion of public trail access statewide. Takes effect 7/1/2050. (SD1)

RELATING TO HOUSING.

Extends the timeframe given to the county councils to approve, approve with modification, or disapprove an affordable housing project submitted for review pursuant to section 201H38(a), Hawaii Revised Statutes, from forty-five days to sixty days.

RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the county of Hawaii to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the county of Hawaii. Conditions the appropriation on the county of Hawaii contribution of matching funds. Takes effect 7/1/2050. (SD1)

RELATING TO CHILD ABUSE.

Adds a requirement that the Department of Human Services expunge a report or reports when the department finds that a miscarriage of justice would persist if the report or reports were not expunged. Requires the Department of Human Services to provide notice to all parties who are placed on the Hawaii Child Abuse and Neglect Registry. Provides an avenue for persons on the Hawaii Child Abuse and Neglect Registry to petition for removal from the registry. Effective 12/31/2050. (SD1)

Requires parties to procurement protests to use best efforts to resolve issues at the procurement officer level before submission of a protest.

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a three-year cover crop reimbursement pilot program to provide reimbursement to farming operations in the State for costs related to cover cropping. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires an annual report to the legislature. Appropriates funds.

RELATING TO MOTION PICTURE, DIGITAL MEDIA, AND FILM PRODUCTION.

Prohibits a production from qualifying for the motion picture, digital media, and film production tax credit if the production hires or monetarily compensates an employee of the State of Hawaii film office, employee of a county film commission, or company of which an employee of the State of Hawaii film office or a county film commission is a stakeholder. Requires a taxpayer claiming the tax credit to identify any such employee or company in its statement to the Department of Business, Economic Development, and Tourism. (SD1)

RELATING TO COFFEE LABELING.

Requires coffee blend labels to disclose regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than specified percentages coffee by weight from that geographic origin. Appropriates moneys for inspection and detection technologies.
