Allows taxpayers to deduct contributions to a college savings account up to $5,000 per taxpayer from the taxpayer's adjusted gross income. Establishes requirements for college savings accounts to qualify for the deduction. Applies to taxable years beginning after 12/31/2017. Takes effect 5/12/2030. (SD1)
Appropriates funds for the healthy aging partnership program to further the program's role in improving the health and well-being of Hawaii's kupuna.
Establishes the class B felony offense of prohibited acts related to female genital mutilation. Requires prosecuting attorneys of the respective counties to keep annual statistics on cases involving prohibited acts related to female genital mutilation and the Judiciary's administrative director of the courts to annually compile and report these statistics to the legislature. Requires the Department of Health to design and implement a plan for raising awareness about, preventing, and treating female genital mutilation and to report regularly to the legislature on plan implementation.
Authorizes the issuance of special purpose revenue bonds to assist Wahiawa General Hospital with completion of deferred facilities and maintenance projects that are necessary for the health and safety of patients and staff.
Amends various provisions of the HRS to increase protections for child victims of sex trafficking, prostitution, and commercial exploitation by increasing penalties for offenders and habitual offenders. Among other things, amends the offense of sex trafficking to impose criminal liability on a person who solicits a minor for prostitution and by imposing strict liability with respect to the age of the minor.
Transfers all upkeep and maintenance responsibilities for the state capitol and its grounds and facilities, including all full-time equivalent positions and funding necessary for salaries and maintenance, to the sergeant-at-arms of the senate and house of representatives, respectively.
Limits liability for volunteers maintaining or repairing cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for the upkeep, repair, and maintenance of Sunset Memorial Park in Pearl City, Oahu.
