Grants county agencies the explicit right to enter property to investigate agricultural buildings and structures for violations of, and compliance with, building permit and code exemption qualifications. (SD1)

RELATING TO SALARY OVERPAYMENTS.

Requires each department to deduct the department's total salary and wage overpayment from the department's budget request for the following fiscal biennium. Removes the 2year statute of limitations on determination and notice to an employee of salary and wage overpayment. (SB503 HD1)

RELATING TO AN AIRPORTS CORPORATION.

Establishes the Hawaii Airports Corporation (HAC)to assume the authority, functions, and duties of the DOT related to airports and aeronautics. Makes HAC subject to Chapters 103D and 104, HRS. Provides for project labor agreements. Appropriates funds for the transfer of functions from DOT to HAC. (SB666 HD2)

RELATING TO SHARK AND RAY PROTECTION.

Establishes an offense of knowingly capturing, taking, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines. Expands the existing prohibition on knowingly capturing or killing a manta ray in state marine waters to apply to all rays and to also include knowingly taking, possessing, abusing, or entangling a ray. Provides certain exemptions. (SD2)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

RELATING TO STATE PLANNING.

Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act. Appropriates funds for costs associated with researching, compiling, and submitting the status report on the lei of green policy, including (1.0) FTE temporary planner position within the Office of Planning.
