RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Expands the duties and responsibilities of the Lieutenant Governor to include managing and overseeing public tours of the state capitol, managing vacancies on boards and commissions, processing applications to serve on boards and commissions, and any other applicable administrative duties. RELATING TO FISHING.

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council. Requires that the chairperson be selected by the members on an annual and rotating basis. Requires the council to meet quarterly. Appropriates moneys to the Department for a 0.5 FTE staff position to assist the council during meetings. Effective 12/31/2050. (SD2)

RELATING TO HEEIA STATE PARK.

Makes an appropriation for a Heeia State Park community-based long-range plan and planning and design of the education center for the Heeia National Estuarine Research Reserve System. Takes effect 12/31/2050. (SD1)

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty of $50 per violation of the state water code and makes each day that a violation exists or continues a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation. Takes effect 12/31/2050. (SD2)

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Prohibits the issuance of more than 40 access permits for any marine life conservation district not accessible by land. Limits access to the district to no more than 50% of permit holders. Effective 12/31/2050. (SD2)
