Allows voters to request to receive an absentee or permanent absentee ballot through an online ballot marking tool that enables the voter to access a blank ballot online, mark the ballot with the voter's selections, and print the completed ballot to be mailed to the clerk issuing the ballot.
Prohibits campaign contributions and loans from certain entities to members of the legislature and candidate and noncandidate committees during the legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Prohibits a member of the legislature from knowingly soliciting or accepting a contribution from a lobbyist or a lobbyist's principal during a legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Takes effect on 1/1/2020.

Prohibits BLNR from approving dispositions that authorize the diversion of water from streams except under specified criteria. Deposits moneys collected via land dispositions that authorize the diversion of water from streams into the forest stewardship fund.
Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2020.
Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers, with a minimum of two on each island with a population over 75,000, that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system. Takes effect on 1/1/2020.
Authorizes the department of land and natural resources to collect an aquatic biosecurity risk assessment service fee and conduct activities under its jurisdiction to detect and prevent the introduction or spread of alien aquatic organisms. Appropriates funds.
