Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds to promote and develop the "Made in Hawaiʻi" brand. Effective 6/30/3000. (HD1)

Provides standards for the selection of county Ethics Commission members to ensure their impartiality and independence. Effective 7/1/2024.
Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.
Establishes a Surplus Military Land Task Force within the Office of Planning and Sustainable Development to plan for the remediation and restoration of lands currently under federal control that are anticipated to be returned to the State, consider potential alternative uses, and identify any lands that should continue under federal control for the next ten years. Requires the department of agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Effective 1/1/2024, establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.
Establishes a junior police pilot program at Farrington High School in coordination with the Honolulu Police Department. Appropriates funds.
Permanently reinstates the liability protections previously afforded to county lifeguards.
Prohibits state elected officials from accepting or receiving gifts in relation to their official duties. Requires the several counties to adopt ordinances or rules to impose similar prohibitions on county elected officials. Requires each county to submit a report to the Legislature regarding the county's compliance with this Act.
Designates the second Monday in October of each year as Indigenous Peoples' Day. (CD1)
Prohibits, during legislative sessions and shortly before and after, lobbyist contributions and expenditures, and promises of contributions or expenditures, to any elected official, candidate, candidate committee, or individual who is required to file an organizational report with the Campaign Spending Commission.
