Establishes a local agriculture transportation cost reimbursement incentive program to be administered by the Department of Agriculture to reimburse eligible producers for a portion of the producer's costs to transport agricultural commodities. Makes an appropriation. (SD1)

Reduces the amount transferred to the works of art special fund from 1% to 0.5% of all state fund appropriations for capital improvements designated for the construction cost element.
Excludes from the charter school per-pupil funding calculation all amounts relating to programs that provide comparable benefits for all public school students regardless of whether the student is a Department of Education school student or a public charter school student.
Beginning July 1, 2024, provides a general excise tax exemption for medical services performed by health care providers.

Requires all public contractors to explicitly agree through a provision in their public contracts to be subject to the prohibition and penalties for any violations of campaign finance laws.
Appropriates funds to DOA for the continued administration of the Hawaiʻi healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program.
Requires the Hawaiʻi Housing Finance and Development Corporation to report to the Legislature on the progress and ultimate outcome of the ongoing lease rent renegotiations and to recommend whether the management duties for the valley should be transferred from the Hawaiʻi Housing Finance and Development Corporation to a different state entity. Requires the University of Hawaiʻi to submit annual reports of all university employees who performed work from a location outside of the State during the applicable year to the legislature no later than December 31 of that year. Effective 6/30/3000. (HD1)
