Increases the minimum wage rate to $12 per hour beginning 01/01/19, $13.50 per hour beginning 01/01/20, and $15 per hour beginning 01/01/21. Beginning 01/01/19, allows an employer to pay to an employee a wage that is at least ninety per cent of the applicable minimum wage rate if the employer employs less than fifty employees, the employee is under the age of sixteen, or during the employee's initial thirty days of employment with the employer.

Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child victim or witness must endure the stress of the child's involvement in the proceedings. Establishes in the department of the attorney general a child abuse investigation unit. Allows the department of the attorney general to intervene in adjudications in family court.
Requires that owner-builders provide proof of withholding of applicable taxes and that workers' compensation insurance were provided to those contracted to work on the exempt buildings and structures. Makes conforming amendments to section 444-9.1(c), HRS, relating to fines for violating the owner-builder exemption.
Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist.
Requires firearm registrations to be renewed every five years. Restricts possession, transfer, and acquisition of bump stocks, gat cranks, lighter trigger-pull mechanisms, flash suppressors, and overheat reduction modifications.
Establishes a provisional license for speech pathologists.
Gives DOE authority to acquire, hold title to, and sell, assign, exchange, transfer, convey, lease, sublease, or otherwise dispose of or encumber public school lands. Makes conforming amendments.
Requires the John A. Burns school of medicine to convene a working group to discuss nutrition and lifestyle behavior changes for the prevention and treatment of chronic disease. Requires a report to the legislature prior to the convening of the regular session of 2020.
