RELATING TO ENERGY EFFICIENCY.

Requires applicants to provide further documentation for using a demand water heater device in lieu of a solar water heater or renewable energy technology system. Allows coordinator to exercise discretion in denying variance applications.

RELATING TO AIRPORTS.

Permits, rather than requires, the designation of police powers to the director of transportation; provided that any designation or delegation is subject to legislative approval. Removes the authority of the director to delegate police power to any officer, employee, agent, or representative of the department of transportation.

RELATING TO HEALTH.

Requires all employees who handle food while employed by a food establishment to complete instruction furnished by the department of health on safe food handling. Specifies contents of required instruction.

RELATING TO CANNABIS.

Authorizes the counties to adopt ordinances to legalize cannabis cultivation, possession, sale, transfer, and use for persons over the age of twenty-one. Clarifies that penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing cannabis and adopted administrative rules to regulate cannabis.

RELATING TO TEMPORARY RESTRAINING ORDERS.

Requires the court to expunge a domestic abuse temporary restraining order or petition for a domestic abuse temporary restraining order from the respondent's record when the temporary restraining order was sought fraudulently or for the purpose of retaliation or harassment.

RELATING TO THE UNIVERSITY OF HAWAII.

Limits the autonomy of the board of regents of the University of Hawaii to that provided by law; effective upon ratification of an amendment to article X, section 6, of the Hawaii State Constitution.

RELATING TO ILLEGAL VACATION RENTALS.

Establishes the illegal vacation rental enforcement revolving fund. Appropriates moneys into and out of the fund to be used by the counties in the course of investigations of persons operating illegal vacation rental units in violation of county ordinances, rules, and regulations.

RELATING TO ELECTRIC VEHICLES.

Establishes an electric vehicle tax credit. Requires that all vehicles used by agencies of the State be electric vehicles by 2030.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII TO REPEAL THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII'S EXCLUSIVE JURISDICTION OVER THE INTERNAL STRUCTURE, MANAGEMENT, AND OPERATION OF THE UNIVERSITY.

Proposes an amendment to Constitution of the State of Hawaii to repeal the exclusive jurisdiction in the internal structure, management, and operation that the University of Hawaii's board of regents holds over the university.
