Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)

Establishes the agricultural housing task force within the office of planning to study existing county and state laws, rules, and processes for construction of employee housing within agricultural districts to identify barriers to construction, make recommendations, and propose one master use application process to be applied throughout the State. Directs the task force to give special consideration to modular housing as a solution and make a legal designation, as it relates to zoning, between homes with a permanent foundation and modular homes without a permanent foundation. Defines electric foot scooters and clarifies that laws relating to bicycles in general also apply to electric foot scooters. Requires an operator of an electric foot scooter to be at least fourteen years of age. (SD1)
Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law. Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund. (SD1)
Appropriates funds for the University of Hawaii West Oahu to expand its existing programs and develop new means to increase food security and self-sufficiency in the State.
Requires all public elementary, intermediate, and middle schools in the county of Hawai‘i to participate in the safe routes to school program. Appropriates funds to support the safe routes to school program for schools in the county of Hawai‘i. (SD1)
Requires the State Commission on the Status of Women to establish a statewide training program on the state human trafficking laws for criminal justice personnel.
Excludes gender or sex markers from limited purpose driver's licenses and limited purpose provisional driver's licenses.
